Take care of her penchant for shopping, Hilary Duff was spotted at Fred Segal in West Hollywood last December 22. The War, Inc. actress spilled a big smile as she made her exit, wearing a knit scarf, black top, jeans and black boots And it seems Ms. Duff is a big fan of Segal chain as she visited the Santa Monica location of the store earlier this month.
